Study was done with iPad Air (WiFi Only, 16 GB), iTunes version 12.3.3.17 64 bit, Premiere Elements 14/14.1, Windows 7 Professional SP1 64 bit; however, principles involved should be guardedly applicable to other Apple mobile devices and Premiere Elements versions.More recently, using closely the details in that 2016 work, I successfully imported my homemade H.264.mp4 (1920 x 1080p30)/AAC Stereo movie into the same iPad Air using current Premiere Elements 2018 and current iTunes version 12.8.0.150 64 bit.
ISSUE
In the Google blog owner section here, I recently saw a reader search entry related to "Premiere Elements format for iPad Mini 4 video". Although I do not have the iPad Mini 4, I thought it might be helpful as a starter to point the Premiere Elements user with the iPad Mini 4 to my April 25, 2016 iPad work cited in the INTRODUCTION above. Based on the concept of "guardedly applicable to other Apple mobile devices and Premiere Elements versions", that blog post information should be helpful and be worth a look at.

Video formats supported: H.264 video up to 4K, 30 frames per second, High Profile level 4.2 with AAC‑LC audio up to 160 Kbps, 48kHz, stereo audio or Dolby Audio up to 1008 Kbps, 48kHz, stereo or multichannel audio, in .m4v, .mp4, and .mov file formats; MPEG‑4 video up to 2.5 Mbps, 640 by 480 pixels, 30 frames per second, Simple Profile with AAC‑LC audio up to 160 Kbps per channel, 48kHz, stereo audio or Dolby Audio up to 1008 Kbps, 48kHz, stereo or multichannel audio, in .m4v, .mp4, and .mov file formats; Motion JPEG (M‑JPEG) up to 35 Mbps, 1280 by 720 pixels, 30 frames per second, audio in ulaw, PCM stereo audio in .avi file format
If and when a iPad Mini 4 becomes available to me, I will seek to confirm the iPad Mini 4 information with hands on data and than with inferred information.
