This blog contains several blog posts* dealing with customizing Adobe existing disc menus beyond what can be done in the Premiere Elements disc menu customization area in the opened project. The information needed to do this more extensive customization includes two major parts....

The principles for the "How to do the customization" are for all intents and purposes the same for Premiere Elements 4 through 12, but not always the same for the location of the Adobe existing disc menu files that are to be customized.
SOLUTION
The following list was prepared to assist with"Where to find the Adobe existing disc menu files that are to be customized" when the user wants to do the "How to do the customization" and has a computer operating system and Premiere Elements version other than those used in any of the disc menu customization blog posts.
Premiere Elements 4
Windows 7, 8, or 8.1 64 bit
Local Disk C\Program Files (x86)\Adobe\Adobe Premiere Elements 4.0\DVD Templates\ and then 13 category folders in the DVD Templates Folder. All installed at one time from Content Disc in box packaging.
(The path is the same in Windows XP 32 bit, except that "Program Files" replaces "Program Files (x86) in the above path.)
Premiere Elements 7
Windows 7, 8, or 8.1 64 bit
Local Disk C\Program Files (x86)\Adobe\Adobe Premiere Elements 7.0\DVD Templates\ and then 12 category folders in the DVD Template Folder. All installed at one time from Content Disc in box packing or from online download using Adobe link.
(The path is the same in Windows XP 32 bit, except that "Program Files" replaces "Program Files (x86) in the above path.)
Premiere Elements 8.0/8.0.1
Windows 7, 8, or 8.1 64 bit

(The path is the same in Windows XP 32 bit, except that "Program Files" replaces "Program Files (x86) in the above path)

Plus Members Only**
Local Disk C\Program Data\Adobe\Premiere Elements\9.0\Online\DVD Templates\ and then in the DVD Templates Folder are 5 categories folders containing incomplete plus member only theme files which would be completed if user purchased these theme(s) from photoshop.com plus membership. There is also a manifest.txt file in that DVD Templates Folder. These incomplete plus members only files are installed when the program is.***
(The path in Windows XP 32 bit is Local Disk C\Documents and Settings\All Users\Application Data\Premiere Elements\9.0\Online\DVD Templates\ and then 5 category folders plus a manifest.txt file in the DVD Templates Folder.)
Premiere Elements 10
Windows 7, 8, or 8.1 64 bit Paths
Photoshop.com and Photoshop.com plus in Existence
Local Disk C\Program Files\Adobe\Adobe Premiere Elements 10\DVD Templates\Common\and in the Common Folder is one category folder named General which contains the "Fun" theme Folder which is installed when the program is.
(The path is the same in Windows XP 32 bit.)

Local Disk C\Program Files (x86)\Adobe\Adobe Premiere Elements 10\DVD Templates\Common\ and then 14 category folders in the Common Folder. The Common Folder obtains its full content of category folders (14) only after installation from Content Disc in box packaging or from online download using Adobe link.
(This path does not exist in Windows XP 32 bit. Consequently, Content disc or online download installs the 14 folders all at one time to the XP Program Files location

Content Download Concept In Existence
Local Disk C\Program Files\Adobe\Adobe Premiere Elements 11 or 12 or 13\DVD Templates\Common\ and in the Common Folder is the category folder named Slideshows which contains the "Pan and Zoom" theme Folder which is installed when the program is and ready for use.
(The 11 and 12 path is the same in Windows XP 32 bit. But, it is not applicable to Premiere Elements 13 since 13 does not support Windows XP)

Local Disk C\Program Data\Adobe\Premiere Elements\11.0 or 12.0 or 13.0\Online\DVD Templates\All_Lang\ and in the All_Lang Folder are 14 category Folders with incomplete theme Folders plus a manifest.txt file. The theme files inside the theme Folders are completed only after the user downloads essential theme files free from within the Movie Menu customization area of an opened project. These incomplete theme Folders are installed when the program is.***
(The 11 and 12 path in Windows XP 32 bit is Local Disk C\Documents and Settings\All Users\Application Data\Adobe\Premiere Elements\11.0 or 12.0\Online\DVD Templates\All_Lang\ with incomplete theme Folders plus a manifest.txt file. The theme files inside the theme Folders are completed only after the user downloads essential theme files free from within the Movie Menu customization area of an opened project.)
My Preference
As an aside for user customizing an existing DVD Template or creating new one from scratch for Premiere Elements 11 or 12 or 13, the Common Folder in the above Program Files path would be the folder in which to place a new category folder/new theme folder/ with new theme folder containing the new theme's required files.

**Although the Plus Members Only disc menu content thumbnails with their characteristic labeling can be seen in in the disc menu customization area of the Premiere Elements 9.0/9.0.1 and 10 opened project, they became unavailable to the Premiere Elements 9.0/9.0.1 and 10 users when Adobe discontinued photoshop.com and photoshop.com plus as of Premiere Elements 11's release.
***Although the Online Folder and its incomplete theme Folders are installed as part of the program installation, there is often seen a delay between the time the program installs and the appearance of the incomplete theme files on the hard drive or in the disc menu customization area in the opened project.
Updated August 20, 2015 to include Premiere Elements 13/13.1 information and to point out
Disc Menu Folders/Files Locations appear the same for Premiere Elements on Windows 10 64 bit as for Windows 7, 8, and 8.1 64 bit.
