Premiere Elements 2018 Editor preferences can be found under the Edit Menu/Preferences in the Expert and Quick workspaces; and, the Element Organizer preferences can be found under the Edit Menu/Preferences in either its Media, People, Places, or Events workspaces. There is no restore defaults button in Editor 2018 Edit Menu/Preferences. Instead, see deletion of the Adobe Premiere Elements Prefs file located in the Windows 64 bit path of:
Local Disk (C:)/Users/Owner/AppData/Roaming/Adobe/Premiere Elements/16.0
On the other hand, Elements Organizer 2018 Edit Menu/Preferences does have a button for restoring Elements Organizer preferences to default settings.

Miscellaneous Tip: When setting Country/Region Selection preference in the Editor or Elements Organizer, the computer keyboard up and down arrow keys can be used to scroll to the appropriate Country/Region. This tip is most helpful in the Editor side, since there is a huge number of choices in the Country/Region Selection list.

Note 1: Several times I have gone over the above comparisons of Edit Menu/Preferences 2018 versus earlier versions. At this time, I believe that the information is correct. But, as always, rechecking for any oversights and accuracy of information offered.
Note 2: Resetting the preferences can be effective in troubleshooting cases. If preferences are customized for a particular project, consider the merits of rechecking the existing preference settings before starting a new project.
