Typically the Premiere Elements* user's email address is the user's Adobe ID that the user provided when opening his/her Adobe account.
ISSUE
What if the Premiere Elements user changes his/her email address after opening the Adobe account?
SOLUTION
Changing the Adobe ID (email address) points to the Adobe account and its Profile section. Quick route to get there is
Go to the Help Menu in opened Premiere Elements program, then for
- Premiere Elements 2018, 15, 14/14.1, 13/13.1, follow path of its Help Menu/Manage My Account
- Premiere Elements 12/12.1, 11, 10, 9/9.1, follow path of its Help Menu/Complete/Update Adobe ID Profile
But in Premiere Elements 7, follow path of its Help Menu/Adobe Premiere Elements Help. At the top right of the Adobe Premiere Elements Learn & Support page that next displays, click on the blue globe to access Adobe Account and follow path to Adobe Account Profile. (Make sure you are signed in with current Adobe ID and password.)
When all else is unsuccessful, the alternative way to Adobe Account and its Profile information may be preferably. See the current website...

COMMENTARY
I do not presently have Premiere Elements 2019 so I cannot verify that 2019 "Change Adobe ID" information is the same as that for 2018. I am assuming that it is.
The details given above are based on "from what I have read" information and information compiled from opened projects from versions 2018 to 4 on Windows. I have not first hand verified whether or not these "Change Adobe ID" instructions actually work in each case.
