PE: Important Annoucements Sticky Blog Post

INTRODUCTION 
This blog post is being created so that it remains at the top of the list of other blog posts which are continuously generated and moving down the list.

The best way to use this sticky blog post to enhance the overall ATR Premiere Elements Troubleshooting Blog is still being considered.  At the present, the sticky thread, like the non sticky ones, is not set up to accept comments.

March 1, 2016. How to obtain usable .iso image file from Premiere Elements 13/13.1 when iso file produced has file size greater than 1 GB?

just published today. Content includes possible way to obtain a usable iso file (file size greater than 1 GB) from Premiere Elements 13/13.1 whose built in burn to ISO Image is flawed if the iso file size produced has a file size greater than 1 GB.

March 10, 2016. Tips for the Day.
  • Timeline "AVCHD" video/audio file with audio issue. Troubleshooting step if problems with AVCHD mts Dolby Digital 5.1 channel file - - determine if audio is 5.1 channel or stereo. And, if 5.1 channel audio in the file, then look to use of project preset described for use for file with 5.1 channel audio. If necessary for the troubleshooting to create own Premiere Elements 5.1 project preset, see HERE and HERE and HERE.
  • Hardware Acceleration. If looking the Hardware Acceleration preference for burn to troubleshooting, remember the preference does not exist in Premiere Elements 13/13.1 and 14/14.1 Mac or Windows 7, 8, 8.1, or 10 32 bit. See HERE. Look into "Royalty Activation" for a possible solution for the MPEG2 export and DVD burn issues. See HERE and HERE.

March 21, 2016. Camera Raw 9.5 Update and DNG 9.5 Converter Releases for Photoshop Elements 14/14.1 and Premiere Elements 14/14.1. 
Camera Raw 9.5 download/install for Photoshop Elements 14/14.1 and Premiere Elements 14/14.1 is done using an opened project's Help Menu/Updates. Details of the newly supported cameras for this Camera Raw 9.5 Update can be found HERE although the Elements products are not mentioned specifically in the document.  DNG 9.5 Converter download and install is done using

The alternative direct Camera Raw 9.5 download/install route mentioned HERE appears to be applicable to certain Creative Cloud applications but not to the Elements programs.

March 27, 2016. Reminder. The Premiere Elements 10 NVIDIA GeForce Issue.
The Premiere Elements 10 NVIDIA GeForce issue still exists which forces the user to roll back the current NVIDIA GeForce driver version to about May 2013. See HERE and HERE
In many instances the older NVIDIA GeForce drivers are no longer available online. If the problem is that it worked before but not now, the possibility exists that the user might have been working from the older (working) driver which automatically got updated. In that case, the hope is that the older driver is still on the computer and can be reverted back to for use after it is searched for and found on the computer.

April 15, 2016. Apple QuickTime Security Alert and The Significance of That on Adobe and its Premiere Elements Installed On Windows and Mac.
Yahoo.com currently is featuring article stating that US advises deleting QuickTime from Windows computers due to hacking threat. QuickTime is a requirement for Premiere Elements Windows and Mac. According to the article, Mac computer is not involved in this matter. More information on this as it develops.

September 30, 2016. Will There Be A Premiere Elements 15?
We have seen no Adobe announcements about the fate of a Premiere Elements 15 (for that matter, also Photoshop Elements 15). If the dating history for new version Premiere Elements is to repeat the typical ritual of new version every every year/every September, we would have expected a Premiere Elements 15 by now. We have no insider information on the Adobe product plans, but will be on the watch for developments on this matter.

December 7, 2016. About Web Site Links Used In The Blog Posts.
The web site links (for support or demonstrations) were posted in the blog posts without computer security or other problems. Nonetheless, caution is advised in opening any new web site link here or elsewhere. The web site link removed has been cited several times here to point to movies which offer ideas for our home movies openings and closings. Lately, at that web site, I have been running to not seen before pop ups as well as problems opening that web site. Although these pop ups are unwanted, they do not appear at this time to be compromising the computer security. I have not been able to get rid of these pop ups with pop up blocker software. Caution.

January 16, 2017. Have You Updated the Photoshop Elements 15 Premiere Elements 15 Camera Raw from 9.7 to 9.8? 
In October 2016 Camera Raw 9.6 shipped with Photoshop Elements 15/Premiere Elements 15 and shortly thereafter could be updated to 9.7. On December 8, 2016, Adobe released Camera Raw 9.8 with additional camera support. Camera Raw updating is done in Elements using its Help Menu/Updates. The details of the additional camera support provided by the Camera Raw 9.8 can be found HERE. Although the document is pointing to Lightroom and Photoshop, the new supported cameras shown in the document should apply to Camera Raw 9.8 in Photoshop Elements 15 Premiere Elements 15 as well as Lightroom and Photoshop. Reminder: The same Camera Raw version in Elements and Lightroom/Photoshop presents with lesser functionalities in Elements than in Lightroom/Photoshop. See HERE.
Note: After Photoshop Elements 15 Premiere Elements 15 Camera Raw was updated from 9.7 to 9.8 using the program's Help Menu/Update, it was found that the 15's Camera Raw 9.8 file worked in Photoshop Elements 14/14.1 Premiere Elements 14/14.1. See Local Drive C\Program Files\Common Files\Adobe\Plug-Ins\Elements 14 or 15\File Format\Camera Raw.8bi. However, that 15's Camera Raw.8bi file could not be made to work in Photoshop Elements 13/13.1 Premiere Elements 13/13.1.

The basic Windows Only scheme is

  • Edit the VTS_01_0.IFO  in the VIDEO_TS Folder in IfoEdit or PgcEdit
  • Burn just the VIDEO_TS Folder which includes the edited VTS_01_0.IFO file to a DVD disc with a program such as the free ImgBurn which will place the DVD structure on the DVD disc in the correct disc file system
February 22, 2017. Anyone Having Problems Creating Freeze Frames At Timeline In Premiere Elements 9.0/9.0.1?
Without further details of the specific problem, suggested general troubleshooting would be
  • With the no hidden folders condition, deletion of the Adobe Premiere Elements Prefs file followed by restart of the computer...See Local Drive C\Users\Owner\AppData\Roaming\Adobe\Premiere Elements\9.0. In the 9.0 Folder is the Adobe Premiere Elements Prefs file to be deleted.
  • Adobe Premiere Elements 9.0 uninstalled via the usual Control Panel route, followed by run through of the free CCleaner product, followed by reinstall of Adobe Premiere Elements 9.0 and then the 9.0.1 Update from the Adobe web site.

July 2, 2017. Premiere Elements Source Video That Was Recorded With Variable Frame Rate

The details presented in these links point to using 3rd party software (such as HandBrake) to convert the video's variable frame rate to constant frame rate before import into Premiere Elements and then importing the HandBrake constant frame rate version into the Premiere Elements project.

August 29, 2017. Premiere Elements 15 Windows 10 Home 64 bit Language Options During Product Installation From Disc.
In a workup for a recent blog post, it was found that Premiere Elements 15 installation from combination disc (Photoshop Elements 15/Premiere Elements 15) purchased in USA from USA online vendor) included the language choices for Traditional Chinese and Korean besides Simplified Chinese. In contrast, Simplified Chinese but not Traditional Chinese and Korean was found when this install was done from the current download of the product from Adobe. The product install (disc or download) was done from a purchased serial number). See Note in the June 1, 2017 blog post titled "PE 15: Program Installed From Adobe Disc Or Adobe Download" found HERE. No further researching for international versus USA Adobe marketing of the product was gone into at this time. It is our understanding that Adobe sells only the download and that users need to go to outside vendors for the product on disc.

September 14, 2017. Anyone Looking For Information Regarding Narration Recording Stops After 30 Seconds?
Please check out the July 13, 2013 blog post titled "PE: Narration Recording Stops After 30 Seconds" found HEREThe July 13, 2013 blog was done using Premiere Elements 11 Windows, and the results obtained then are the same for later versions of Premiere Elements on Windows all intents and purposes.

October 13, 2017. Corrections Made In "PE 2018: Keyboard Shortcuts" Blog Post Published Here Yesterday October 12, 2017.
Effective today October 13, 2017, the "PE 2018: Keyboard Shortcuts" blog post now has the corrected information in the Tables data. Problem was related to use of Save failures for Premiere Elements keyboard shortcuts Master files which were edited to the Premiere Elements 2018 Expert workspace/Edit Menu/Keyboard Shortcuts display.

November 28, 2017. ClipMate Used In Conjunction With Premiere Elements 2018 For Copy/Paste Insert Between Premiere Elements 2018 Projects.
ClipMate 7.5 (latest version) used in conjunction with Premiere Elements 2018 (latest version) for copy/paste insert between Premiere Elements 2018 projects appears to work for transitions, audio, and video in the process. Please refer to details just posted in new blog post HERE.

December 12, 2017. Quick Reminder Regarding Installation Language Choices 2018 Versus 15 (Following Excerpt From Premiere Elements 2018 Daily Discovery Blog Post Found HERE.)
December 9, 2017. Language Set During Program Installation...Photoshop Elements 2018 Versus Premiere Elements 2018.
The installation language options were found to be the same for those in try out version as compared to purchased Photoshop Elements 2018/Premiere Elements 2018 combination on DVD installation disc.
Note: Photoshop Elements 2018 installation language options included Korean, Traditional Chinese, Simplified Chinese whereas Premiere Elements 2018 installation language choices included Simplified Chinese but not Korean and Traditional Chinese. Same situation exists for Photoshop Elements 15/Premiere Elements 15.
December 14, 2017. Premiere Elements 2018 Warning Message At Beginning Of Product Installation. 
Premiere Elements 2018 like some earlier versions often begins its product installation from disc or download with the warning message
We've encountered the following issues. Installer has detected that a machine restart may be pending. It is recommended that you quit the installation, restart your machine and try installing again.
The message gives the options of Ignore or Quit. When this message presents I have always clicked on Ignore to continue and obtained the successful completion of the installation and installed program that worked. This situation has happened with Premiere Elements product installation on my Windows 7 Professional SP1 64 bit and Windows 10 Home 64 bit computers.

December 26, 2017. Premiere Elements 2018 Camera Raw Latest News.
Apparently Photoshop Elements 2017/Premiere Elements 2018 Windows Camera Raw latest version is 10.1. The Adobe document dated December 19, 2017 and titled "Cameras supported by Camera Raw" gives a lot of "must have" information on the topic including

February 7, 2018. Source Of Confusion Related To How Adobe Named Its Latest Premiere Elements Version.
Naming of the latest version of Premiere Elements was pointed to at the beginning of the Premiere Elements 2018 First Look blog post found HERE and read
According to online reports, on October 4, 2017 Adobe announced the release of Premiere Elements 2018 as the latest version of Premiere Elements, the successor to Premiere Elements 15. What's New appears to be headed by a change in the version numbering. Starting with this latest release, the version name for subsequent versions will take on the upcoming year of the release rather than following the prior numbering system of 1, 2, 3, 4, 7, 8, 9, 10, 11, 12, 13, 14, and 15.
Although the latest version of Premiere Elements is marketed as Premiere Elements 2018, the installed "Premiere Elements 2018" has places where the program is identified as "16". This "16"  would be in keeping with the prior numbering system of 1, 2, 3, 4, 7, 8, 9, 10, 11, 12, 13, 14, and 15. Recently I saw one instance where Premiere Elements 2018 was referred to as Premiere Elements 18. At this time, it is not known how frequently "18" is being used instead of "2018" especially in online posts, and I wonder about the potential for confusion between 18, 2018, and 16 in sorting out version moving forward.

In that blog post study, the interpretation of what these options can do in a project was the same for Premiere Elements 4 through 12/12.1 on Windows 64 bit. Just sharing what worked for me recently - I made some home made movies and put them on my iPad Air (iOS 11.4.1) via iTunes (version 12.8.0.150). In my case, the home made movies showed up in the iPad's TV App under TV/App's Library/Home Movies.

October 31, 2018. Anyone Dealing With Audio Editing Concept Of "Volume Bypass"?
For those interested in "Volume Bypass", start HERE which I wrote back in May 12, 2014 as a blog post in the ATR Premiere Elements Troubleshooting series. That work includes example of Volume Bypass and related keyframing. On the forum level, the following is a copy of one of my replies that I contributed in 2015 to a Premiere Elements user seeking information on Volume Bypass.
When your audio comes into the project, it is assigned a 0 dB value. That value represents the volume of the file as recorded by the recording device.
You can lower or increase the volume at the Timeline level by moving the audio file's orange Volume Clip Volume rubberband up or down. All the way to the top, that is +6 dB, and all the way to the bottom is infinity, no sound. However you change the Volume, as long as the reading is no longer 0 dB, the Volume Bypass option is going to work for you.

The Volume Bypass orange line rubberband is a different line than that for the Volume Clip Volume. Volume Clip Volume deals with setting the Volume whereas Volume Bypass allows you to decide what segments of the Volume change that you want be to heard without going back to Volume Clip Volume to make Volume adjustments.

When you set the audio clip for Volume Bypass, it is normal for the Volume Bypass orange line to be all the way to the bottom (Off) because that represents the Volume Bypass letting you hear the Volume change that you made. It is allowing you to hear however you adjusted the Volume away from 0 dB. With Volume Bypass, you decide what segments of that Volume change across the clip you want heard and do not want to be heard without having to go back to the Volume Clip Volume's orange rubberband. In the Volume Clip Volume phase, if you have set audio fade in and fade out, then you make sure that Volume Bypass is Off at those times.
Volume Bypass is applicable to Premiere Elements 2019 and earlier (as least to version 7).

January 10, 2019. Editing A Premiere Elements Project Preset Sqpreset File?
For Premiere Elements 8 and later, the Premiere Elements project presets were found to trace back to sqpreset files on the computer hard drive. One application of the how to edit these sqpreset files can be found HERE where a project preset sqpreset file was edited to include 5.1 channel audio. In this work, the basics included opening the sqpreset file with a sequence of right click of the file/"Open with" selection in the pop up/Notepad selection.

PE 11 And Later: Disc Menu Removal/Replacement Or None

INTRODUCTION

On the topic of "Disc Menu Removal/Replacement Or None", a key thought here is does the user find  a "Reset" button or a "Auto-Play" button in the Premiere Elements Disc Menu workspace. In Premiere Elements 11 or later, a "Reset" button there is the route to disc menu removal/replacement or none; whereas, in Premiere Elements 10 or earlier, "Auto-Play" button is. The latest Adobe help document on "Creating disc menus" that was found online has a generalized Applies to: Premiere Elements and gives Last Published: April 26, 2018*. See HERE and its "Change from menu-based disc to an auto-play disc" section.

The Applies to: and Last Published information in that Adobe document implies that all versions have the Auto-Play button in the Disc Menu workspace which is not the case....rather, the Premiere Elements 11 and later user finds a "Reset" button there, and the Premiere Elements 10 and earlier user finds instead an "Auto-Play" button there.

ISSUE

The goal will be to try to sort out the non applicable version generalization information from what is actually found when using the different Premiere Elements versions for disc menu removal/replacement or none tasks.

USER OBSERVATIONS

Premiere Elements 11 And Later

Preview Disc, Menu Themes, Reset, and Done buttons are found in the DVD Menu workspace (in row at top right for Premiere Elements 11, 12.0/12.1, 13.0/13.1 and in panel at left side for Premiere Elements 14.0/14.1, 15, 2018).**

If a menu theme has been already applied in the DVD Menu workspace, but Done not pressed there yet....then Reset button/Menu Themes button (for selection of the replacement theme)/.... or just Reset button if no menu theme wanted.

If a menu theme has been already applied in the DVD Menu workspace, and Done pressed...then, automatic back in the Editor with its Tools Menu/Movie Menu which opens to the DVD  Menu workspace which displays the theme that had been applied...then, in that DVD Menu workspace, Reset button/Menu Themes button for selection of the new menu theme.... or just Reset button if no menu theme wanted.

Reminders
  • Reset button does not clear the menu markers that have been placed. The menu markers that had been placed can be removed by right clicking one of the Timeline menu markers and selecting Clear Menu Marker or Clear All Menu Markers from the drop down menu. If Disc Menu none is the goal, the existing menu markers can be left for use in player navigation using the player's Previous and Next buttons.***
  • An alternative route for DVD menu creation is to bypass the Editor's Tools Menu/Movie Menu route and go directly from Editor to export area. Provided that the user has "Show all do not show again messages" selected in the Editor's Edit Menu/Preferences/General, the selection of Disc choice in export will trigger a pop up which allows for selection of menu theme or none. See Figure 1

  • In contrast, Auto-Play button and Preview button are found in the DVD menu workspace in Premiere Elements 10 and earlier (the Auto-Play button, for intents and purposes, is the Reset button of these earlier versions.

PE: Using A Microsoft Word Table In Elements Projects

INTRODUCTION

The June 30, 2019 "PE: New Trimmed Archived Project Revisited" blog post included tables that were created using Insert Table feature in Microsoft Word (version 14.0.72.32.5000 64 bit) which came as part of Microsoft Professional Plus 2010. The Microsoft Word Save and Save As  opportunities for those tables did not include the JPG, GIF, or PNG format required by the blog publishing service (blogger.com).

ISSUE

Although the primary focus was getting good quality tables into the blog post, the secondary focus was getting these tables in good quality into a Premiere Elements project. The better ways to achieve these goals were explored.

SOLUTIONS & WORKAROUNDS

Table 1 Into Blog Post

A how to for converting the Microsoft Word docx to jpg, png, gif, or tiff format was found HERE.

Applying these details to my situation, I used the following steps to create a .png image from the Microsoft Word Table .docx.

Step 1.
Selected the entire Microsoft Word table which had been set up with landscape orientation/font = Calibri (Body)/font size = 11; right clicked the selection, and selected Copy from the pop up menu.

Step 2.
Opened a new Microsoft Word docx with landscape orientation; went to its Home/Paste/Paste Special to get the Paste Special dialog; in the Paste Special dialog, dotted the Paste choice, selected Picture (Enhanced Metafile), and pressed OK.

Step 3.
Right clicked the resulting image to obtain a pop up menu which contained the Save As Picture choice. The Save As Picture choice opened the File Save dialog which offered "Save As Type" choice of .png, .jpg, .gif, .tif, or .bmp.

Step 4.

Following the above guide, Table 1 in the .png format appeared in the blog post in excellent quality....example shown below, using blog's Insert Image/Extra Large display.

However, when these same techniques were used to create Table 1 in .jpg format, instead of .png format, Save on the hard drive had a black thumbnail. That black image could be imported into the blog post, but displaying a black image and not the Table.

Comparing some properties of the Saves on the hard drive,

Table 1 in .png format
File Size = 446 KB
Pixel Dimensions = 5502 x 3791
Bit Depth = 32 bits

Table 1 in .jpg format
File Size = 390 KB
Pixel Dimensions = 5502 x 3791
Bit Depth = 8 bits

Neither one of these was usable in my Premiere Elements 2018 project.

The Table 1 in JPEG format that worked in Premiere Elements 2018 project was obtained as follows:
  • The Table 1 created in Microsoft Word was saved using Save As PDF.
  • The saved Table 1 in PDF format was opened in Photoshop Elements 2018 and saved as JPEG using File Menu/Save For Web (settings for JPEG, Matte White, and original Image Size 2418 x 1959 pixels - 976 KB).
An example of Table 1 in JPEG format converted from the PDF can be seen below (import into blog example uses the blog's Insert Image/Extra Large Display).


COMMENTARY 

The results appear to point to that the PDF to JPEG route to achieve good quality Microsoft Word Tables that can be used in both my blog posts as well as Premiere Elements projects. However, in my case, if only blog post table was focus, then the Microsoft Word Paste Special technique (with .png result) is very tempting. At this time, other variables on the topic were not explored.

PE: New Trimmed Archived Project Revisited

INTRODUCTION

"PE: Creating A New Trimmed Project" was published here in September 14, 2014 at the time when Premiere Elements 13 was being released as the latest version. Important, see HERE for those background details which cover the topic for Premiere Elements 4 through 12.0/12.1. Basically, that work addressed the question of what to expect to find when opening the saved Trimmed Project File created using Timeline video trimming in the Preview Window and File Menu/Project Archiver/Archive Project.

For Premiere Elements 8.0/8.0.1 and earlier, the Timeline trimmed archived project opened in the version displaying the Timeline trimmed clip with reduced file size and duration in the project media. This was not the case, for Premiere Elements 9.0/9.0.1 through the then current version 12.0/12.1. There was a suggestion in the data that the file format for the Timeline trimmed video clip was a factor in "it does or does not".

ISSUE

It was decided to revisit the topic, doing a limited repeat and update from Premiere Elements 4 through 2018.  The latest online Adobe help document on the Project Archiver was found to be "Archiving a project" with Applies to: Premiere Elements and Last Published: April 26, 2018.


FINDINGS

DV AVI trim was done in Preview Window which was opened by double clicking source DV AVI on the project's Timeline. For Premiere Elements earlier than version 15, the Preview Window Set In and Set Out points were used. In Premiere Elements 15 and 2018 where the Preview Window Set In and Set Out points are gone, trims were accomplished in that Preview Window using the keyboard shortcut of I for Set In and O for Set Out.

Important major concept repeatability is seen in the comparison of the  DV AVI Table 1 (2014 dated work) and the DV AVI Table 1 (2019 dated work) with regard to the column

PE: Blu-ray Disc/VLC Player Playback Notes

INTRODUCTION

Premiere Elements 15 is the last version to feature Export & Share/Disc with choices of  DVD, Blu-ray, and AVCHD (each with Type = Disc or ISO Image). In the subsequent versions, 2018 and current 2019, DVD is the only choice under Export & Share/Disc.

Back in April 14, 2016, I addressed the topic of "Blu-ray Computer Playback Updated" in which I included Blu-ray disc playback using the free VLC Player 32 bit (version 2.2.1). See HERE. VLC add-ons of KEYDB.cfg and libaacs.dll were essential for VLC playback of store purchased Blu-ray disc content. These add-ons, at that time labelled "UPDATED 22-02-2016", were downloaded from

The results from that April 14, 2016 work pointed to that free VLC player as the player of choice for playback of my Premiere Elements 14/14.1 created Blu-ray disc format on Blu-ray disc (with menus).

ISSUE

Recently I updated my Windows computers to VLC player from 2.2.1 32 bit to 3.0.6 64 bit for some explorations of the HEIC/HEIF/HEVC topic. As an aside, I looked at VLC 3.0.6 64 bit playback performance for a Blu-ray disc format on Blu-ray disc (with menus) that I created with Premiere Elements 15 Windows. It was decided to share some details of that task.

RESULTS

A Verbatim BD-RE (25 GB) Blu-ray disc was used in Premiere Elements 15 Export & Share/Disc/Blu-ray with Type = disc. The burner was the LG Blu-ray/DVD burner (BH12L535) which I  converted a long time ago from an internal to external drive. At the start of the present work, I ran into a burner not recognized issue in Premiere Elements 15. The issue resolved by going to a brand new Verbatim BD-RE (25 GB) Blu-ray disc.

VLC 3.0.6 64 bit (with add-ons) playback of the Premiere Elements 15 Blu-ray disc format on Blu-ray disc was excellent.

  • keys database to get the file named KEYDB.cfg which was placed in a user-created aacs folder in the path ...Local C drive/Users/Owner/AppData/Roaming/aacs
  • AACS dynamic library to get the file named libaacs.dll which was placed in the VLC folder in the path ...Local C drive/Program Files/VideoLAN/VLC
The add-ons details apply to the VLC 3.0.6 64 bit on my Windows 7 Professional SP1 64 bit and Windows 10 Home 64 bit.

COMMENTARY

This work essentially represents notes from a quick and successful look at the updated VLC player playback for a Premiere Elements created Blu-ray disc format on Blu-ray disc (with menus) as well as for one store purchased Blu-ray movie. Based on these results the free VLC player continues to be my player of choice for Premiere Elements created Blu-ray disc format on Blu-ray disc and store purchased Blu-ray movies on Blu-ray discs.

PE: Basic Expectations For 2019's New HEIC/HEVC Format Support

INTRODUCTION

The most recent "What's new in Adobe Premiere Elements" document includes the Adobe announcement
Adobe Premiere Elements 2019 supports the import and editing of media captured with the following codecs:
  • High Efficiency Image Format (HEIF) for images 
  • High Efficiency Video Coding (HEVC) for video
And based on Adobe documents, the above is a feature for Premiere Elements 2019 only on macOS 10.13 and higher. 

ISSUE

I interpreted the Adobe support description as relating to
  • Video files with HEVC* compression with file extension of .mov, .mp4, or .m4v
  • Image files with HEIC* file extension (container) and HEIF* format
With or without Premiere Elements Windows** support, I decided to explore what importing, editing, and export opportunities were available to me using those types of files. Files and software used were online downloads for personal use only.

FINDINGS

Video files with HEVC* compression with file extension of .mov, .mp4, or .m4v

Premiere Elements 2018 Windows - accepted only H.264.mp4 converted from H.265.mp4 using VLC Player converter or HandBrake.

Viewing and Conversion:

Free VLC Player (version 3.0.6 Vetinari, 64 bit) - immediately supported opening of this file and allowed for conversion of H.265 to H.264 which could be imported into Premiere Elements 2018 as H.264.mp4. Also, this VLC player offered conversion of H.264 to H.265.

Windows Media Player (version 12.0.7601.24435) or QuickTime (version 7.7.9) would not open the file.

Free HandBrake Software - allowed for the conversion of the file from H.265 to H.264 which could be imported into Premiere Elements 2018 as H.264.mp4.

Image files with HEIC* file extension and HEIF* format

Premiere Elements 2018 Windows - would accept jpeg photo which was converted from HEIC file, but not the HEIC file.

Free GIMP Software  (version 2.10.10) opened the HEIC file, allowed for edits as well as export as jpeg (File Menu/Export As/Select File Type (By Extension) from long list of choices besides jpeg (choices included png, HEIF/HEIC).

Free CopyTrans Download (For Private Use Only) from Winaero web site
Quickest way for HEIC to jpeg was download of CopyTrans, right click of HEIC image, selection of "Convert to JPEG with CopyTrans" in the pop up menu.
 

COMMENTARY***

For now, for me, conversion workarounds were the solution found for getting the following through the Premiere Elements Windows workflow which included opening, editing, and export of limited sources of
  • Video files with HEVC* compression with file extension of .mp4.
  • Image files with HEIC* file extension and HEIF* format
Since I do not have a mac computer, it is not possible for me to comment on these tasks in Premiere Elements 2019 macOS 10.13 and higher.

Another matter that should be taken into consideration (in addition to video compression, file extension (container) is computer hardware requirements for these tasks. Refer to "Recommended Hardware" cited at the Elecard "Download Elecard Videos" web page found HERE. In my explorations into this topic, high quality results were obtained from the hardware conditions
