COMMENTARY
The e-Live workspace was introduced to Premiere Elements in version
13/13.1. For those users who have use of a Premiere Elements eLive workspace, the eLive workspace content has many common Learn, News, Inspire titles going from version to version. But, from what I see, eLive workspace whole content for 13/13.1, 14/14.1, 15, or 2018 is not necessarily a carbon copy of the other and is subject to Adobe change.
The above is provided only for informational/aid purposes for the Premiere Elements user whose version does cannot display the eLive workspace; and, in no way, is any of the above meant for promotional purposes for anyone or anything. No security issues were encountered opening the web page for the eLive workspace choice; nonetheless, as a general rule, proceed with caution when opening to a new web site.
Note: the ATR Premiere Elements Troubleshooting blog posts are based on first hand use of the Premiere Elements versions installed on Windows computers - more often Windows 7 Professional SP1 64 bit and, certain times, Windows 10 Home 64 bit...location is USA with programs installed from boxed versions purchased from USA online vendor.

PE: About Flash Video FLV and F4V Files Imports/Exports
INTRODUCTION
An Adobe Flash Video export category* exists in the sharing area of Premiere Elements 4 through 12/12.1, but is removed by Adobe from Premiere Elements 13/13.1 and later versions.
On the import side, F4V file could be imported into Premiere Elements 8.0/8.01 and later. But, the import of the FLV file was never supported by Premiere Elements; however, a FLV file could be imported into Premiere Elements 3, 4, 7, and 8 when the XP/Vista/Windows 7 plugin "Moyea FLV Importer" was used in conjunction with 3, 4, 7, and 8. My last look at the Moyea FLV Importer was back in 2013 when I wrote the following in response to a Premiere Elements user's question on the topic:
Today February 24, 2018, Moyea FLV plugin was found to continue to work in Premiere Elements 4, 7, and 8.0/8.0.1 for import of FLV into these particular versions on Windows 7 Professional SP1 64 bit, but a way was not found to import the FLV file into 9.0/9.0.1, 10, 11, 12.0/12.1, 13/13.1, 14.0/14.1, 15, or the latest version 2018.
It was decided to try to put together the Premiere Elements FLV/F4V files imports/exports opportunities in the overview to follow.
OVERVIEW
For Premiere Elements later than version 8, conversion of the FLV file to another Premiere Elements project supported format appears to be the workaround for importing the FLV file into a Premiere Elements project. Even though the F4V file appears to import into Premiere Elements 8.0/8.0.1 through 2018, an opportunity to export that F4V import as F4V appears to exist in only Premiere Elements 8.0/8.01, 9.0/9.0.1, 10, 11, and 12.0/12.1 Please refer Table 1 showing firsthand compiled data.
For Premiere Elements 4, 7, and 8.0/8.0.1, the Adobe Flash Video category drop down list has the following default presets:
NTSC Flash Video 7 256K** (320 x 240 @ 30 fps)
NTSC Flash Video 7 400K**(320 x 240 @ 30 fps)
NTSC Flash Video 8 400K** (320 x 240 @ 30 fps)
NTSC Flash Video 8 720K** (640 x 480 @ 30 fps)
For Premiere Elements 4, these presets yield only FLV exports; the preset's Advanced button/Format/Multiplexer does not offer a FLV or F4V option (shows only "no applicable properties"). For Premiere Elements 7 and 8.0/8.0.1, the opportunity for a F4V export in these versions takes the user to the Advanced button/Format tab/Multiplexing where there is the dot choice for FLV (the default) or F4V; however, no matter which FLV preset is selected of the 4 above, the user gets what appears to be a same 720 x 480 3:2 F4V file when only the Advanced button/Format/Multiplexing is set for F4V (file properties were based on MediaInfo and VLC Player Information for the file). The FLV export uses Video codec = Sorenson Spark (default) or On2 VP6, Audio codec = MPEG Layer III (MP3), and Multiplexing = FLV (Premiere Elements 7 and 8.0/8.0.1) or "no applicable properties" (Premiere Elements 4). For Premiere Elements 7 and 8.0/8.0.1, the F4V export uses Video codec = MainConcept H.264 Video, Audio codec = AAC (default), and Multiplexing = F4V.
Customization of the preset's Advanced button VIDEO tab and Audio tab settings appears to gain more variety for the file's export properties. In this regard, see more details below for the Premiere Elements 9.0/9.0.1 FLV/F4V situation.
F4V - HD 1080p Flash Video 9 and Higher
F4V - HD 720p Flash Video 9 and Higher
FLV - Web Large, NTSC Source Flash 8 and Higher (640 x 480 @ 29.97 fps)
FLV - Web Large, NTSC Widescreen Source Flash 8 and Higher (720 x 400 @ 29.97 fps)
FLV - Web Large, PAL Source Flash 8 and Higher 2\(784 x 576 @ 25)
FLV - Web Large, PAL Widescreen Source Flash 8 and Higher (720 x 400 @ 25 fps)
FLV - Web Medium, NTSC Source Flash 8 and Higher (368 x 272 @ 29.97 fps)
FLV - Web Medium, NTSC Widescreen Source Flash 8 and Higher (368 x 208 @ 29.97 fps)
FLV - Web Medium, PAL Source Flash 8 and Higher (368 x 272 @ 25 fps)
FLV - Web Medium, PAL Widescreen Source Flash 8 and Higher (368 x 208 @ 25 fps)
The F4V export presets each uses MainConcept H.264 video codec and defaults to AAC+Version 2 audio codec. And, the FLV export presets each uses On2 VP6 video codec and MPEG Layer III (MP3) audio codec. The settings under the Advanced button of the preset are automatically set to those video codec and audio codec used in an FLV or F4V export; Format/Multiplexing area shows only FLV or F4V in the Multiplexing field depending on the preset selection. There was no way found to customize any one of the 8 FLV presets so that the export would be for F4V instead of FLV.
For Premiere Elements 9.0/9.0.1, the Adobe Flash Video category drop down list of default presets shows only the 8 FLV export presets which are present in the later versions of 10, 11, and 12/12.1. The opportunity for a F4V export here takes the user to the Advanced button Format tab/Multiplexing where there is the dot choice of FLV (the default) or F4V. However, no matter which FLV preset is selected of the 8, the user gets what appears to be a same 720 x 480 3:2 F4V file when the only customization of the FLV preset is in the Advanced button/Format/Multiplexing set for F4V instead of FLV (file properties were based on MediaInfo and VLC Player Information).
Examples 1.
FLV - Web Large, NTSC Source Flash 8 and Higher (640 x 480 @ 29.97 fps)
Video codec = On2VP6, Audio codec = MPEG Layer III (MP3), Multiplexing = FLV
Display Resolution 4:3 640 x 480 4:3
if only Advanced button Format/Multiplexing changed to F4V, then
Video codec = MainConcept H.264 Video, Audio codec = AAC (default).
720 x 480 @ 29.97 fps (default)
Display Resolution 720 x 480 3:2
Example 2.
FLV - Web Large, NTSC Widescreen Source Flash 8 and Higher (720 x 400 @ 29.97 fps)
Video codec = On2VP6, Audio codec = MPEG Layer III (MP3), Multiplexing = FLV
Display Resolution 720 x 400 16:9
if only Advanced button Format/Multiplexing changed to F4V, then
Video codec = MainConcept H.264 Video, Audio codec = AAC (default).
720 x 480 @ 29.97 fps (default)
Display Resolution 720 x 480 3:2
Example 3
FLV - Web Medium, NTSC Source Flash 8 and Higher (368 x 272 @ 29.97 fps)
Video codec = On2VP6, Audio codec = MPEG Layer III (MP3), Multiplexing = FLV
Display Resolution 368 x 272 4:3
if only Advanced button Format/Multiplexing changed to F4V, then
Video codec = MainConcept H.264 Video, Audio codec = AAC (default).
Display Resolution 720 x 480 3:2
Example 4
FLV - Web Medium, NTSC Widescreen Source Flash 8 and Higher (368 x 208 @ 29.97 fps)
Video codec = On2VP6, Audio codec = MPEG Layer III (MP3), Multiplexing = FLV
Display Resolution 368 x 208 16:9
if only Advanced button Format/Multiplexing changed to F4V, then
Video codec = MainConcept H.264 Video, Audio codec = AAC (default).
Display Resolution 720 x 480 3:2
To force a 16:9 Display Aspect Ratio for F4V in Examples 2 and 4, one solution might be to customize the Advanced button/Video tab as well as the Format tab settings so that frame size for Example 2 F4V is 720 x 400 instead of 720 x 480 and so that frame size for Example 4 is 368 x 208 instead of 720 x 480. In this regard, it was possible to customize the FLV preset in Example 1 to force Premiere Elements 9.0/9.0.1 to export F4V file 1920 x 1080 29.97p, Display Aspect Ratio 16:9, Video codec = MainConcept H.264 Video, Audio codec = AAC (default), Profile = High, and Level = 5.1.
COMMENTARY***
Note: I do not work with Premiere Pro CC. From what I have read in an Adobe October 2017 document titled "Working with FLV and F4V files in Premiere Pro CC, Adobe Media Encoder CC, and After Effects CC", it also does not support FLV import, but supports the import of F4V. That document also states the Premiere Pro CC does not support FLV or F4V export. See HERE.
In this study, the VLC Media player (version 2.2.1) was used for viewing of FLV and F4V files.
As always, work in progress to check for accuracy and latest information.
See footnote *** which was added 02/27/2018 after publication of this blog post.
______________________________________________________________________________
*There is also a web DVD export category in the sharing area in only Premiere Elements 9.0/9.0.1, 10, 11, and 12/12.1. The web DVD export choice generates a folder with content that might be looked at as flash file with menus viewable on computer. See PRE_help (post 2 in the 2014 forum thread found HERE) for a 13/13.1 workaround when web DVD was removed by Adobe (workaround = burn to folder/VIDEO_TS .ifo/view VLC media player).
**K is assumed to represent bitrate in kbps units (kilobits per second).
***The above blog post addresses FLV and F4V imports/exports related to the Premiere Elements Editor. The Elements Organizer F4V import support was looked at briefly in only Premiere Elements 10, 11, 12/12.1, and 2018. Results included:
An Adobe Flash Video export category* exists in the sharing area of Premiere Elements 4 through 12/12.1, but is removed by Adobe from Premiere Elements 13/13.1 and later versions.
On the import side, F4V file could be imported into Premiere Elements 8.0/8.01 and later. My last look at the Moyea FLV Importer was back in 2013 when I wrote the following in response to a Premiere Elements user's question on the topic:
The Moyea FLV Plugin to force Premiere Elements to import flv files is a popular question from time to time.ISSUE
I know from personal experience that it does work for Premiere Elements 4, 7, and 8.0/8.0.1.
I have just downloaded the Moyea FLV Plugin from the site whose link I had previously posted in your thread in order to verify that it still works with 8.0/8.0.1 and flv importing. It still does. This was verified with a flv file, the Moyea FLV plugin, and Premiere Elements 4, 7, and 8.0/8.0.1.
Some tips, if necessary,
Once the plugin is installed, I found no desktop icon for it.
What happened is this...You open your Premiere Elements 8.0/8.0.1 project, you import your flv file with Get Media/Files and Folders.
At that point, you get a Moyea Software pop up with Order or Try. I hit Try.
At that point, the flv is imported, but look for it in "Project" when the Organize (blue) header is the selected. It did not pop up in the Organize/Media sector.
I have yet to remember or try versions later than 8.0/8.0.1 with this plugin. My recollection is that the plugin does not work with these later versions of Premiere Elements.
| Table 1. Premiere Elements FLV/F4V Imports/Exports Summary |
The Adobe Flash Video category default presets for Premiere Elements 10, 11, and 12/12.1 each has choice for FLV or F4V file and are:
F4V - HD 1080p Flash Video 9 and Higher
F4V - HD 720p Flash Video 9 and Higher
FLV - Web Large, NTSC Source Flash 8 and Higher (640 x 480 @ 29.97 fps)

FLV - Web Medium, PAL Source Flash 8 and Higher (368 x 272 @ 25 fps)

- Gray thumbnail with no Elements Organizer playback was outcome for attempted F4V import directly in the Elements Organizer from the computer internal hard drive save location. In contrast, this same F4V file could be played back from the computer internal hard drive save location using Firefox Quantum 58.0.2 64 bit, Internet Explorer 11, or VLC 2.2.1.
- Typically the Premiere Elements import results in a copy of the import in the Elements Organizer. In the case of F4V, the copy of the import in the Elements Organizer was this same gray thumbnail with no playback in the Elements Organizer.
- If this Elements Organizer gray thumbnail was right clicked, followed by selection of Edit with Premiere Elements Editor, the F4V file automatically imported into Premiere Elements with its content visible and playable in the Premiere Elements Editor. This type of behavior has been seen in the past for several Elements Organizers and some other file formats.

PE 2018: Update For Difference Matte As Green Screen Tool
INTRODUCTION
The merits of the Premiere Elements Difference Matte as a green screen tool were discussed in the May 8, 2013 blog post titled "PE11: Difference Matte As Substitute for Green or Blue Keys". Use of the Premiere Elements Difference Matte as a green screen tool has been of particular interest to the Premiere Elements Mac users because of the Windows Only Green Key situation.
ISSUE
Because of the popularity of the topic, it was decided to confirm if the PE11 document pointed to above applies to Premiere Element 12, 13, 14, 15, and 2018 as well as 11.
OBSERVATIONS
Using the same green screen media and Premiere Elements 11, 12/12.1, 13/13.1, 14/14.1, 15, or 2018, Difference Matte was found to be a substitute for Green Key.

The "How To" principles for applying the Difference Matte in Premiere Elements version 11 and later are the same here as in the 2013 document.
From the Project Assets
Drag Replacement Background.Jpg to Video 1
Drag Angel On Green Screen.Jpg to Video 2, and place it directly above the content of Video 1
Drag Just Green Screen.Jpg to Video 3, and place it directly above the content of Video 2
Apply a Difference Matte to each of Video 2 (Angel On Green Screen.Jpg) and Video 3 (Just Green Screen.Jpg)
Highlight/select Video 2 (Angel On Green Screen.Jpg), go to Applied Effects area, and open this jpg's Difference Matte Panel there. The Difference Matte Panel options are:
If Video Tracks 2, 3, and 4 had been used in this exercise instead of Video Tracks 1, 2, and 3, then Difference Matte dialog for Video 4 and Video 3 Difference Layer needed to read the same, in that case "Difference Layer Video 4".
Seen below is the result of this exercise (Angel With New Background.Jpg)
COMMENTARY
All work was done using Windows computers (Windows 7 Professional SP1 64 bit or Windows 10 Home 64 bit). Project preset was left at the default NTSC-AVCHD-Full HD 1080i30. I do not have access to a Mac computer; nonetheless, Premiere Elements Mac users are expected to get same results based on user feedback over the years. See how Difference Matte as Green Screen Key works for you.
With regard to success of Difference Matte as Green Screen Key, universal use of these principles for that purpose is likely to be impacted by the nature of the source media selected.
As usual work will continue to be in progress, looking for accuracy in details and any available updates.

PE 2018: Temporal Smoothing Option
INTRODUCTION
Two previous blog posts have focused on the use of "Auto Levels with its Temporal Smoothing option" in Premiere Elements versions 4 through 2018.
PE11 & 12: Auto Levels/Temporal Smoothing (January 11, 2014)
http://atr935.blogspot.com/2014/01/pe11-autolevelstemporal-smoothing.html
PE 15: Auto Levels/Temporal Smoothing (April 4, 2017)
http://atr935.blogspot.com/2017/04/pe-15-auto-levels-and-temporal-smoothing.html
It is important to review details of these two blog posts to obtain background information for what is to follow.
ISSUE
Besides Auto Levels/Temporal Smoothing, a Temporal Smoothing option does exist for certain other Premiere Elements "Auto" Adjust and fx Effects choices. In reviewing the details of a Temporal Smoothing option in other than Auto Levels, further interest in this matter was triggered when a Premiere Elements 15 Temporal Smoothing (seconds) range appeared to be different than that found in Premiere Elements 2018. Details to follow.

PREMIERE ELEMENTS 2018 TEMPORAL SMOOTHING OPTION COMPARED TO TEMPORAL SMOOTHING OPTION FOUND IN EARLIER VERSIONS
For Premiere Elements 4 through 10, Auto Color, Auto Levels, Auto Contrast, and Shadow Highlight tabs are all listed in the Adjust category found in the path Timeline workspace/Edit Header/fx Effects/Video Effects/Adjust. After the effect was dragged from there into the video clip, the effect's Properties palette contained a panel for the effect dragged into it. The effect's opened panel contained a slider for the setting Temporal Smoothing (seconds) with range of 0.00 to 10.00. Changing Temporal Smoothing slider setting in Properties area automatically changed the video clip's Temporal Smoothing rubberband setting to a corresponding value. Reminder: to view the rubberband specific to the effect of interest, the Timeline video clip's video clip's title needed to be changed from the default Opacity to name Auto Color:Temporal Smoothing (seconds) or Auto Contrast:Temporal Smoothing (seconds) or Auto Level: Temporal Smoothing (seconds) or Shadow Highlight:Temporal Smoothing (seconds). Reminder: the Properties palette's Shadow/Highlight Temporal Smoothing slider was active only when there was a check mark placed next to "Auto Amounts" in that Shadow/Highlight opened panel.
COMMENTARY
Observations were made using Premiere Elements 4 through 2018 on Windows 7 Professional SP1 64 bit. It is not understood why Premiere Elements 14 and 15 Shadow/Highlight Temporal Smoothing range (0.00 to 1.00) was different from that (0.00 to 10.00) found in other Premiere Elements versions.
As always, work in progress to confirm accuracy and update when updates become available.

Auto Color tab
(tab clicked to select this choice required for Temporal Smoothing availability; Auto Color tab turned gray when selected)
- No Temporal Smoothing setting was found anywhere in the Color Panel in the Fix/Adjust area.
- Instead, setting for Temporal Smoothing (range 0 to 10 seconds) was available using the Timeline video clip rubberband once the video clip's title was changed from the default Rubberband:Opacity:Opacity to Rubberband:Auto Color:Temporal Smoothing (seconds).
Auto Levels tab and Auto Contrast tab
(here a tab must be clicked on for Temporal Smoothing availability; the Auto Levels tab and/or Auto Contrast tab turned gray when selected.)
- No Temporal Smoothing setting was found anywhere in the Lighting Panel in the Fix/Adjust area.
- Instead, setting for Temporal Smoothing (range 0 to 10 seconds) was available using the Timeline video clip rubberband once the video clip's title was changed from the default Rubberband:Opacity:Opacity to Rubberband:Auto Levels:Temporal Smoothing (seconds) or Rubberband:Auto Contrast:Temporal Smoothing (seconds). Note if both Auto Levels and Auto Contrast tabs were selected (gray) at the same time, the Temporal Smoothing rubberband setting for one was independent of the other.

Shadow/Highlight choice
- Application of Shadow/Highlight to the Timeline clip triggered the opening of the EDIT/Applied Effects Palette which contained the Shadow/Highlight panel which contained a Temporal Smoothing option (range 0.00 to 10.00 seconds) which was active only when there was a check mark placed next to "Auto Amounts" in that Shadow/Highlight panel.
- The Temporal Smoothing setting could be done in the opened Shadow/Highlight panel using the Temporal Smoothing slider there or using the Timeline video clip rubberband once the video clip's title was changed from the default Rubberband:Opacity:Opacity to Rubberband:Shadow/Highlight:Temporal Smoothing (seconds). Changing Temporal Smoothing setting in Shadow/Highlight panel automatically changed rubberband setting to a corresponding value.
PREMIERE ELEMENTS 2018 TEMPORAL SMOOTHING OPTION COMPARED TO TEMPORAL SMOOTHING OPTION FOUND IN EARLIER VERSIONS
With the following exceptions, the Temporal Smoothing option details given in the previous section were also applicable to Premiere Elements 11 through 2018.
- The Shadow/Highlight Temporal Smoothing option range found in Premiere Elements 14 and 15 was 0.00 to 1.00, not the 0.00 to 10.00 found in versions 11, 12, 13, and 2018.
- Premiere Elements 14, 13, 12, and 11 Expert workspace has Adjust and Applied Effects tabs in vertical bar at right of Expert workspace and fx Effects in horizontal bar at bottom of the Expert workspace. In contrast, 15 and 2018 have Adjust, Applied Effects, and fx Effects tabs all in the vertical bar at the right of the Expert workspace.
- In Premiere Elements 11 and 12, Applied Effects palette did not open automatically after applying Shadow/Highlight effect using Apply Effects (fx Effects); whereas, in Premiere Elements 13, 14, 15, and 2018, it did.
- Video clip title description for rubberband property did not include the word Rubberband for 13, 12, and 11; whereas as it did for 14, 15, and 2018.
PE 2018: Ways To Share Template Based Movie
INTRODUCTION
Premiere Elements 2018 offers several features for creating a template based movie, and Adobe gives details for a "how to" for each. The template based movie choices include
Video Story
https://helpx.adobe.com/premiere-elements/using/video-story.html
Instant Movie
https://helpx.adobe.com/premiere-elements-editor/using/instant-movies.html
Video Collage
https://helpx.adobe.com/premiere-elements/using/video-collage.html
Elements Organizer Create/Slideshow
https://helpx.adobe.com/elements-organizer/using/create-slide-shows.html
Video Story was introduced in Premiere Elements 13/13.1, and it has been included also in Premiere Elements 14/14.1 and 15 as well as 2018. Refer HERE for ATR prior details regarding Video Story feature.
Instant Movie's origin goes back to at least Premiere Elements 7 and has been included in Premiere Elements versions to the present version 2018. Refer to HERE and HERE for ATR prior details regarding Instant Movie feature.
Video Collage was introduced in Premiere Elements 15, and it has been included also in Premiere Elements 2018. Refer HERE for ATR prior details regarding Video Collage.
Elements Organizer 2018 Create/Slideshow feature, like that in 13 through 15, is template based but differs from that found in 13 through 15. Refer HERE for the Elements Organizer 13 through 15 slideshow feature details. The Elements Organizer slideshow feature for version 12 and earlier is Windows Only, is not template based, and differs markedly from that in versions 13 through 2018. Refer HERE for details of Elements Organizer 12 slideshow feature.
ISSUE
Premiere Elements 2018 Blu-ray and AVCHD opportunities are gone under Export & Share/Disc, leaving under that Disc category only the lesser resolution choice of DVD (Disc or ISO Image). However, the Timeline can be exported to a file with a H.264 Blu-ray or H.264 AVCHD format. See HERE.
In view of this situation, the question came up "So, I have created a movie using Video Story, Instant Movie, Video Collage, or Elements Organizer 2018 Slideshow. What are output opportunities that Adobe has left the user for each of these movie creation features? The focus of this blog post will attempt to review the output opportunities for a movie created with Premiere Elements 2018 Video Story, Instant Movie, Video Collage, as well as with Elements Organizer 2018.
OBSERVATIONS
Video Story
Output Choices (2)
(1) "Export & Share" tab
(This tab is found at top right of Video Story workspace. There are Export & Share area options for Video Story as SD or HD file saved to computer hard drive, but none for DVD which is grayed out/inactive in the Export & Share area choices . See details to follow.)
Choice of this tab opens directly to the Export & Share area of the project currently in use. The Export & Share area has opportunities for exporting the Video Story as SD or HD file saved to the computer hard drive. Important....in this route, the Quick Export, Devices, and Online categories of Export & Share area are available, but the Disc, Audio, and Image categories are grayed out/inactive. In the absence of that Disc output in this route, it was not found possible to take the Video Story even to DVD-VIDEO on Disc or create its DVD ISO Image when the Video Story workspace "Export & Share" tab was selected for the Video Story output. When the file export is completed and "Done" tab is hit in the Export & Share area, the user is returned to the Video Story workspace of the current project in use. At this stage, hitting Video Story workspace "Exit" tab triggers a Save dialog for the project save to the Adobe Folder/Premiere Elements/16.0 (aka 2018). A copy of the Video Story created can be saved to the Video Story workspace where it can be opened at a later time and re-edited.
For this Video Story workspace "Export & Share" tab route, the Export & Share available categories and options for export of Video Story as file include:
Quick Edit 1280 x 720
Devices
...Computer
.......4K Ultra HD 3840 x 2160
.......HD 1080 1920 x 1080
.......HD 1080 1440 x 1080

.......SD 576 720 x 576
.......SD 480 720 x 480
...TV
.......4K Ultra HD 3840 x 2160
.......HD 1080 1920 x 1080

.......HD 800 1280 x 800
.......HD 720 1280 x 720
Online (Facebook, YouTube, Vimeo)
...HD 1080 1920 x 1080
...HD 720 1280 x 720
...SD 480 640 x 480
or
(2) "Export to Timeline" tab
(This tab is found at the bottom right of the Video Story workspace. With this tab choice, the project has Export & Share area options for Video Story DVD (disc or ISO Image) as well as SD or HD file saved to the computer hard drive. See details to follow.)
Hitting the "Export to Timeline" tab in the Video Story workspace triggers the message that the Video Story will be published as a new project. The Video Story in the new project's Timeline tracks can be further edited and then can be pointed to its Export & Share area which has all the Export & Share categories available (Quick Export, Devices, Disc, Online, Audio, Image), not just Quick Export, Devices, and Online). Save opportunities associated with this "Export to Timeline" tab route include saving of the original project and newly created project to the computer hard drive's Adobe Folder/Premiere Elements/16.0 (aka 2018) as well as saving a copy of the Video Story created to the Video Story workspace for further redoing if necessary.
Note 1: Media for Video Story workspace can be added from the Timeline of the project in use or can be added using Media Source area in the project's opened Video Story workspace.
Note 2: When the Video Story arrives in the project's Timeline, often Timeline rendering of that content is needed before doing anything else.
Instant Movie
Output Choices (1)
(The completed Instant Movie on the project's Timeline appears to be destined for the project's Export & Share area with its opportunities for export of the Timeline's Instant Movie to SD or HD file saved to the computer as well as the DVD Disc and ISO Image end product. See Export & Share Quick Import, Devices, DVD, Online, Audio, and Image.)
The completed Timeline's Instant Movie before export appears to be saved within the project in which it was created (either as intact or broken apart using the Break Apart Instant Movie command accessed via right click of Instant Movie, followed by Clip/Break Apart Instant Movie). I have not found a save location elsewhere for the created Instant Movie before it is exported.
Note: Media for the Instant Movie need to be added in the opened project's Timeline before the project's Instant Movie feature is opened.
Video Collage
Output Choices (2)
(1) "Export & Share" tab
(This tab is found at top right of Video Collage workspace. There are Export & Share area export options for Video Collage as SD or HD file which can be saved to the computer hard drive, but none for DVD which is grayed out/inactive in the Export & Share choices . See details to follow.)
As is the case for Video Story, hitting the Video Collage workspace "Export & Share" tab opens the project's Export & Share area where Quick Export, Devices, and Online are available, but not DVD, Audio, and Image.
The Save button at the bottom of the Video Collage workspace allows for saving the Video Collage as a vs file in the Adobe Folder/Premiere Elements/16 (aka 2018). The saved vs file can be opened in Premiere Elements 2018 for re-editing and subsequent export.
Note: At this time, only Premiere Elements 2018 and 15 have the Video Collage feature. While I could open the saved 15 Video Collage vs file in 2018 in Windows 7 Professional or 10 Home 64 bit, I could not open the 2018 Video Collage vs file in 15 installed on the same computer.
(2) "Export to Timeline" tab
(This tab is found at the top right of Video Collage workspace. With this tab choice, the project has Export & Share area options for Video Story DVD (disc or ISO Image) as well as SD or HD file saved to the computer hard drive. See details to follow.)
Hitting the "Export to Timeline" tab in the Video Collage workspace triggers the messages
Note 1: When the Video Collage arrives in the new project's Timeline, often Timeline rendering that content was needed before doing anything else.
Note 2: Media for the Video Collage is added in the Video Collage workspace (See Media Bin tab or drag and drop into the selected template's spaces).
Elements Organizer 2018
Output Choices (4)
(The choice "Export" at the top right of the Elements Organizer 2018 Slideshow workspace offers 4 output options: Facebook, YouTube, Vimeo, or Export Video To Local Disk. The Export Video To Local Disk offers output as 720p or 1080p file.)
The Slideshow workspace Export/YouTube was explored and found to give good quality results. The viewing of the upload on YouTube was set for "Unlisted". Yet, it was not understood why "Upload In Progress" remained at YouTube, and "Upload Complete" notification with link for viewing HD slideshow on YouTube came relatively quickly from an email from Adobe Photoshop Elements/Premiere Elements Team.
The Slideshow workspace Export Video To Local Disk setup has presets for 720p or 1080p export, and the default save destination for the 720p or 1080p file is C:\Users\Owner\Videos. Some properties details of the 720p and 1080p files exported from Elements Organizer 2018 Slideshow workspace include:

Side Note 2: With regard to supported media for sharing opportunities, a distinction should be made between using an option under Share in the Elements Organizer workspace top right versus using an an option under Export in the Slideshow workspace. For one example, Share/YouTube in the Elements Organizer workspace will accept video such the 720p or 1080p slideshow, but not the Slideshow Project (the editable form) that was saved to the Elements Organizer from the Slideshow workspace.

https://helpx.adobe.com/elements-organizer/using/create-slide-shows.html
Devices
...Computer
.......4K Ultra HD 3840 x 2160
.......HD 1080 1920 x 1080
.......HD 1080 1440 x 1080
.......HD 720 1280 x 720
.......SD 576 720 x 576
.......SD 480 720 x 480
...TV
.......4K Ultra HD 3840 x 2160
.......HD 1080 1920 x 1080
.......HD 720 1280 x 720
...Mobile
.......HD 1080 1920 x 1080
.......HD 800 1280 x 800
.......HD 720 1280 x 720
- adding Video Collage to Timeline
- Video Collage has been added to Timeline
- vc file (for re-opening to edit)
- vct file
- VCAssets Folder (appears to be collection of Video Collage assets as bmp files)
720p
Video
Format = AVC
Codec ID = avc1
Frame Width and Height = 1280 x 720
Display Aspect Ratio = 16:9
File Extension = .mp4
Frame Rate = 29.970 (constant)
Bitrate = variable with Bitrate 5779 Kbps and Maximum Bitrate 9000 Kbps (Overall Bitrate = 6107 Kbps)
Audio
Format = AAC
Codec ID = 40
Bitrate = Bitrate 318 Kbps (constant)
Channels = 2 channels
Sampling Rate = 44.1 KHz
1080p
Video
Format = AVC
Codec ID = avc1
File Extension = .mp4
Frame Width and Height = 1920 x 1080
Display Aspect Ratio = 16:9
Frame Rate = 29.970 (constant)
Bitrate = variable with Bitrate 8892 Kbps and Maximum Bitrate 15.0 Mbps (Overall Bitrate = 9220 Kbps)
Audio
Format = AAC
Codec ID = 40
Bitrate = constant with Bitrate 318 Kbps
Channels = 2 channels
Sampling Rate = 44.1 KHz
Save opportunities exist for
- Save of editable project to Organizer
- Save of exported video to Elements Organizer
Side Note 2: With regard to supported media for sharing opportunities, a distinction should be made between using an option under Share in the Elements Organizer workspace top right versus using an an option under Export in the Slideshow workspace. For one example, Share/YouTube in the Elements Organizer workspace will accept video such the 720p or 1080p slideshow, but not the Slideshow Project (the editable form) that was saved to the Elements Organizer from the Slideshow workspace.

PE 2018: IFOEdit And Looping DVD-VIDEO
INTRODUCTION
The following is a copy of the INTRODUCTION to the June 24, 2013 blog post titled "PE: Looping DVD-VIDEO on DVD Disc". Full blog post found HERE.
It was decided that it was time now in December 2017 to revisit the June 24, 2013 details given for how Premiere Elements can contribute to the creation of a DVD disc in DVD-VIDEO format which loops during playback. In the revisit for this task, the current contributors to the individual tasks include
Premiere Elements 2018 Windows 64 bit
For saved .iso file
The Expert workspace Timeline was taken to the DVD ISO Image (.iso file saved to Documents) using Premiere Elements 2018 Export & Share/Disc/DVD with type = ISO Image (4.7 GB). The burn to Folder option to get the VIDEO_TS Folder was removed from Premiere Elements 14/14.1 and later).
7-Zip 17.01 beta (2017-08-28) for Windows (See HERE)
For getting the VIDEO_TS Folder from the saved .iso file
Right click of saved .iso file, followed by selection of 7-Zip and its Extract Files option generates a folder which contains the needed VIDEO_TS Folder.*
IFOEdit (v 0.971) (See HERE)
For edit of VIDEO_TS Folder's VTS_01_0.IFO file to achieve looping of DVD-VIDEO content on DVD disc in player
Consult the detailed How To/IFOEdit section found HERE. For this work, the IfoEdit How To details of the 2013 blog post were tested** many times to verify that they work and work consistently. Time did not permit revisiting the PgcEdit content of that 2013 blog post.
ImgBurn (v2.5.8.0) (See HERE)
Edited VIDEO_TS Folder burn to DVD disc in DVD-VIDEO format which will loop at playback of disc
COMMENTARY
The above worked successfully when performed on Windows 7 Professional SP1 64 bit or Windows 10 Home 64 bit, using DVD .iso file from Premiere Elements** 14/14.1, 15, or 2018. Refer to footnote* for additional Premiere Elements version information.
___________________________________________________________________________
*The burn to DVD ISO Image option was introduced to Premiere Elements in Premiere Elements 13/13.1. In that version, the burn to DVD Folder as well as DVD ISO Image were available. The saved Folder in that case contained the VIDEO_TS Folder, eliminating the need for a 7-Zip for extraction. The burn to DVD Folder (containing VIDEO_TS Folder) goes back at least to the days of Premiere Elements 4.
**In all 2017 test conditions, the wording "PGC Command Table" was found to be present in the
IFOEdit editing; consequently, the alternative use of "Add Post Command" workaround was not needed as in the 2013 tests.

The following is a copy of the INTRODUCTION to the June 24, 2013 blog post titled "PE: Looping DVD-VIDEO on DVD Disc". Full blog post found HERE.
Premiere Elements (any version) does not offer a feature that takes its Timeline content and burns it to DVD disc in DVD-VIDEO format which loops. Some have found that the easy way out is use of the player repeat function to loop the DVD-VIDEO format on DVD disc that the Premiere Elements produces.ISSUE
However, the VIDEO_TS from Premiere Elements' burn to folder or the VIDEO_TS ripped from the DVD from Premiere Elements' burn to disc can be used in conjunction with 3rd party software to get the looping DVD-VIDEO movie. Two popular 3rd party software for this task are IfoEdit and Pgcedit.
The basic Windows Only scheme is
- Edit the VTS_01_0.IFO in the VIDEO_TS Folder in IFOEdit or PgcEdit
- Burn just the VIDEO_TS Folder which includes the edited VTS_01_0.IFO file to a DVD disc with a program such as the free ImgBurn which will place the DVD structure on the DVD disc in the correct disc file system.

PE 2018: 4K Export And Hardware Acceleration Preference
INTRODUCTION
Adobe released a Help document dated October 4, 2017 and titled "Adobe Premiere Elements Does Not Export To 4K With High Bitrate". This document can be found HERE. In this document, Adobe points to the Issue as
For important background information on the Hardware Acceleration preference of Premiere Elements 13/13.1 and later, please see
PE 13/13.1: Hardware Acceleration Preference (August 23, 2015)

ISSUE
The principles for the Issue and Solution given by Adobe in this October 4, 2017 "Premiere Elements" document may or may not exist, but surely there exists flaws in the details given for the Issue.
RESULTS
With the Hardware Acceleration preference active, no problems were encountered exporting the Premiere Elements 2018 Timeline full 4K video to a 4K file set for video bitrate = 100 Mbps in Export & Share/Devices/Computer/4K Ultra HD 3840 2160 settings. The successful export to 4K file included

Source video file used in these preliminary tests was a Panasonic GH4 4K video/audio file with the following properties**
Video Codec = avc1 with File Extension = .mp4
Frame Size = 3640 x 2160 pixels
Frame Rate = 29.97 fps with Frame Type = Progressive
File Size = 97.26 MB
Pixel Aspect Ratio = 1.0
Bitrate = 30.0 Mbps

Sampling Rate = 48.0KHz
Tests were run with either 3 or 6 of this file on the Premiere Elements 2018 Expert workspace Timeline. Computer was Windows 10 Home 64 bit.
COMMENTARY
My studies did not confirm the Issue reported by Adobe in its document
"Adobe Premiere Elements Does Not Export To 4K With High Bitrate". Consequently, more information from Adobe is needed to understand the conditions that caused Adobe to publish this document.
The overall impression is that this Adobe document used Premiere Elements 2018 for its model. More work needs to be done to determine if this specific Adobe Hardware Acceleration preference issue exists in versions of Premiere Elements earlier than 2018. As an aside, I have seen reports of a Hardware Acceleration preference issue involved in other problems in versions of Premiere Elements earlier than 2018. Refer to Introduction from HERE.
_____________________________________________________________________________
*In contrast to 2018, 15, and 14/14.1, Premiere Elements 13/13.1 has Publish + Share/Computer/XAVC-S and presets (two of which are MP4 - H.264 3840 x 2160 29.97p 30 Mbps and MP4 - H.264 3840 x 2160 29.97p 200 Mbps). In 13/13.1, this 4K export bitrate can be customized to 100 Mbps or higher in the Advanced/Export Settings dialog of the XAVC-S palette.
**Properties are from MediaInfo program.
Updates on this topic will be reported immediately as they develop and are seen.

Adobe released a Help document dated October 4, 2017 and titled "Adobe Premiere Elements Does Not Export To 4K With High Bitrate". This document can be found HERE. In this document, Adobe points to the Issue as
Adobe Premiere Elements does not export a file to 4k with high bitrate (100 mbps), if you change the quality slider to high in Export & Share > Devices > Computer.and gives an issue solution related to the setting of the project's Hardware Acceleration preference. The document's "Applies to:" information = Premiere Elements.

ISSUE
The principles for the Issue and Solution given by Adobe in this October 4, 2017 "Premiere Elements" document may or may not exist, but surely there exists flaws in the details given for the Issue.
- In spite of the document's generalized "Applies to: Premiere Elements", it is not clear if the basic issue applies only to Premiere Elements 2018 or to Premiere Elements 13/13.1, 14/14.1, and 15 as well as 2018. See point 3 related to bitrate choice when Quality is set for low, mid, or high.
- For the "export a file to 4K", the Adobe document's Figure for the Export & Share/Devices/Computer/ shows HD 1080 1920 x 1080 (MP4 - H.264) selected and not the 4K Ultra HD 3840 2160 (MP4 - XAVC-S).
- The Premiere Elements 2018 4K Ultra HD 3840 2160 Quality choice offers bitrates of low = 40 Mbps, mid = 60 Mbps, and high = 100 Mbps (classically, Mbps = megabits per second). In contrast*, Premiere Elements 14/14.1, and 15 each has 4K Ultra HD 3840 2160 Quality bitrate values of low = 30 Mbps, mid = 100 Mbps, or high = 200 Mbps.
- Export with Duration = 1 minute 21 seconds/File Size = 970 MB with burn time about 28 minutes
- Export with Duration = 2 minutes 42 seconds/File Size = 1.93 GB with burn time about 54 minutes
- Export saved to and found in the designated Documents on the Local C drive, and exported file playable with the QuickTime player v 7.7.9.
